The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: positive announcements are issued from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – modern combat jets delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, most likely supplied through Western nations. Every launch shakes the surroundings, rattling buildings. The brief panic quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's vital need on international aid – a need that European nations are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, persist.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unrealistic to compel Moscow to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does minimal to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but preventing a complete military breakdown until conditions improve in its favour.

Existing Situation

Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
